North Topsail Beach Fishing: Seaview Pier, 4x4 Beach, Best Months
North Topsail Beach fishing: Seaview Pier about 3 miles away, the 4x4 beach about 0.7 miles, best months, plus a freezer and outdoor rinse at the house.
· Updated · 14 min read

The best time to fish Topsail Island is fall, September through November, when the mullet run pushes bait down the beach, big red drum follow it into the surf, and speckled trout fire up in the creeks. Spring (April and May) is a close second for bluefish, Spanish mackerel, cobia and kings, and winter is a quiet, technical season for schooling reds and trout. Those are also the months when most visitors have gone home.
I'm Dipen, your host at Topsail Paradise, a house for up to 22 overnight guests at the north end of North Topsail Beach. We sit between the town's 4x4 beach driving area at the north end (about 0.7 miles away) and Seaview Fishing Pier (about 3 miles south, roughly a 6-minute drive), so it's an easy base for the whole crew. Here's what's biting month by month, how to split your days between the 4x4 beach and the pier, the license rules, and the best months to book a fishing trip.
Best time to fish Topsail Island: what's biting month by month
This is the pattern local captains, tackle shops, and pier reports describe year after year. Every year is a little different, so check a current Topsail fishing report or the monthly Topsail/Sneads Ferry report in Fisherman's Post the week you come.
| Months | Season | What's biting | Where to fish it | At the house |
|---|---|---|---|---|
| Sep to Nov | Fall: the big one | Red drum (slot reds plus bull reds to release), speckled trout, bluefish, Spanish mackerel, sea mullet, black drum, kings off the pier ends | Surf sloughs and the inlet with cut mullet; pier for Spanish and blues on Gotchas and jigs; creeks for trout | Free self-serve pool heat from Oct 1, 3-night minimum from October |
| Dec to Feb | Winter: quiet and technical | Schooling red drum on sunny flats, speckled trout in deep creek holes, black drum | Backwater creeks and docks, small soft plastics fished very slowly | Free self-serve pool heat, hot tubs every night, 3-night minimum |
| Mar to May | Spring: the wake-up | Trout and reds leave winter holes; bluefish, then Spanish mackerel in late April; Atlantic bonito nearshore; cobia and kings by May; sea mullet and pompano in the surf | Pier and surf with Gotchas and casting jigs; live bait for cobia and kings | Free self-serve pool heat through May 15; 3-night minimum through April, weekly stays from May |
| Jun to Aug | Summer | Flounder, red drum, trout, Spanish and king mackerel, cobia nearshore; mahi and wahoo offshore | Live bait in the inlets and around docks; Gulf Stream charters | Weekly stays, Saturday to Saturday |
Pool heat is free and self-serve Oct 1 to May 15 (see the details below).
Fall (September to November): red drum, speckled trout and the mullet run
Ask a Topsail captain about the best fishing of the year, and you'll hear about fall. As the days shorten, finger mullet pour out of the creeks and inlets and move down the beach, and nearly everything feeds on them. Topsail.Fish's October 7, 2026 report put it simply: mullet are moving, red drum are spread through the inshore waters, the trout bite is picking up with cooler water, Spanish and bluefish are active along the beach, and kings are showing up from the piers.
- Red drum, including the big "old drum." Slot reds roam the surf and creeks, and big breeder reds push into the surf and the inlet. Fish cut mullet or menhaden on a fish-finder rig. Anything over 27 inches goes back (more on the rules below).
- Speckled trout. The first good fish show in September, and the peak runs from October into November. Try topwater at first light, then shrimp under a popping cork in the creeks.
- Bluefish and Spanish mackerel chase the mullet along the beach and around the pier. Gotcha plugs and diamond jigs are the standard.
- Sea mullet (whiting), spot, and black drum are the bottom bite from the surf and the pier, and late fall brings bigger black drum into the suds.
Winter (December to February): schooling reds and trout in the creeks
Winter is for anglers who like a puzzle. The water gets clear, the boat traffic is gone, and red drum gang up in tight schools on shallow flats to warm in the sun, while speckled trout hold in deep, slow creek holes. Downsize your leaders and lures, and slow your retrieve way down.
One honest note: hard freezes can cold-stun trout. After a cold snap in early 2026, NC closed spotted seatrout harvest from February 6 through June 30 (NC DEQ). Catch-and-release is still a blast, but check the current rules before you plan a trout fry.
Spring (March to May): bluefish, Spanish mackerel, cobia and kings
As the water warms into the mid-60s, trout and reds come out of their winter holes and the surf wakes up with sea mullet, pompano, and bluefish. According to the Jolly Roger Pier's spring fishing guide, the first Spanish mackerel usually land around late April, and cobia can show up from about April 20. May is "to the spring what October is to the fall": cobia, king mackerel, pompano, and sheepshead all arrive. Atlantic bonito run nearshore in the spring too. In the May 2026 Fisherman's Post report, Seaview Pier had good runs of bluefish, Spanish mackerel, and bonito on casting jigs and Gotcha plugs, with the water already at 64 degrees and kings expected soon.
Summer (June to August): flounder, inshore slams and offshore trips
Summer brings flounder, the inshore "grand slam" of reds, trout, and flounder, and Gulf Stream charters for mahi, wahoo, and tuna. It's a great time to fish, but it's also our busiest season, with weekly stays only. For a fishing trip, the months on either side are where the value is.
Seaview Fishing Pier: hours, day passes, license, webcam and night fishing
Seaview Fishing Pier, at 124 Fishing Pier Lane, is the only fishing pier in North Topsail Beach and the northernmost of Topsail Island's three piers. It's about 3 miles south of the house, roughly a 6-minute drive. From the north end, the plan that works best is the 4x4 beach by day while the sand is open, and the pier under the lights at night.
Seaview Pier hours and day passes
Seaview's website lists the pier as open 24/7. Its pier house page listed a $17 day pass as of October 2026, per person, good for up to two rods and expiring at 6 AM, and there's a small fee to walk out without a rod. Hours and prices can change, especially off-season, so call first: 910-328-3172.
Do you need a fishing license on Seaview Pier?
No, not while you're on the pier. Seaview is a licensed ocean fishing pier, and North Carolina's pier license covers anyone fishing from it without their own Coastal Recreational Fishing License (N.C. G.S. 113-169.4; NC DEQ license FAQ). Step off the pier to surf fish, and anyone 16 or older needs their own CRFL.
Night fishing under the Seaview Pier lights
- Why at night: the deck lights pull bait in, and predators follow. Fish the dark edge of the light, not the middle of it. Recent Seaview and Topsail pier reports list bluefish, speckled trout, red and black drum, sea mullet, and flounder after dark. The pilings are structure, and you're in deep water without a boat.
- Kings are an end-of-the-pier game. King mackerel are caught on live bait off the end of the pier when bait is thick, so don't count on them under the night lights. Plan a session on the end of the pier in October or May if you want a shot.
- It's safer than a dark beach. You're on lit planks with other anglers around, instead of in the wash at night.
Seaview Pier webcam and fishing reports
Seaview's website has a 24/7 live view of the pier and the beach next to it, so you can check the surf and how crowded the rail is before you load up. For what's biting, the weekly Topsail.Fish report and the monthly Topsail/Sneads Ferry column in Fisherman's Post both cover Seaview, or just call the pier house.
Huge thanks to local photographer Jeff Wenzel of AboveTopsail.com, whose aerial shots capture Topsail beautifully. The pier at sunset at the top of this post is his.
Topsail Island's three fishing piers
| Pier | Town | Where on the island |
|---|---|---|
| Seaview Fishing Pier | North Topsail Beach | North end, about 3 miles from Topsail Paradise |
| Surf City Ocean Pier | Surf City | Middle of the island |
| Jolly Roger Pier | Topsail Beach | South end |
Hours, fees, and off-season schedules vary by pier and change from year to year, so check each pier's own site or call before you go.
Driving on the beach at North Topsail: the 4x4 area at Access #3
North Topsail Beach's 4x4 area is now the only public place to drive on the beach on Topsail Island. The Town of Topsail Beach stopped issuing beach-driving permits for its South End when the Topsail Nature Preserve was created (anglers can still walk in; see the Town of Topsail Beach), and Surf City's code allows only official and work vehicles on its beach (Surf City code, Sec. 4-33). In North Topsail Beach, driving is allowed in exactly one place: the 4x4 Permissible Driving Area at Onslow County Beach Access #3, at the north end of town off River Road (3962 River Drive), right where the island meets New River Inlet. It's about 0.7 miles from the house by road.
4x4 permit, hours and rules
The rules, straight from the Town of North Topsail Beach:
- You need a pass, year-round. Buy it in the SurfCAST by Otto app. The town lists daily passes at $25 and weekly passes at $100. Passes are non-refundable and non-transferable, and the fine for entering without one is $50.
- Four-wheel drive only. ATVs, motorcycles, and go-cart-type vehicles aren't allowed, so the golf cart stays out of this area.
- Hours: 7 AM to 5 PM from October through March, and 6 AM to 7 PM from April through September. The gate is locked after hours, but you can still walk in.
- 5 mph speed limit. Park only inside the access, never in the entrance or on the River Road shoulders.
- Don't drive past the posted sign near the inlet, and never swim or wade in the inlet. The town warns the currents are extreme and the tide changes fast.
- No 4x4? There's a paved lot at the end of River Road, just before the driving area.
Surf fishing from the 4x4 beach and New River Inlet

Why fish it: a truck lets you carry the rods, sand spikes, cooler, and bait without hiking it all over the dunes, and you can move with the fish. Watch for diving birds and nervous bait, then look for the darker water of sloughs and cuts between the sandbars, where reds and blues pin bait against the beach. The inlet side holds big red drum in the fall. Topsail.Fish's New River Inlet guide suggests the last two hours of the incoming tide and the first hour of the falling tide.
NC fishing license and size limits for Topsail Island visitors
- CRFL: anyone 16 or older needs a NC Coastal Recreational Fishing License to fish from the beach, the sound, or a private boat. It comes in 10-day, annual, and lifetime versions. See NC DEQ's recreational fishing licenses and the license FAQ.
- Charters: some for-hire boats carry a blanket license for their customers and some don't, so ask when you book.
- Red drum: one per person per day, 18 to 27 inches. Bull reds over 27 inches must be released, and red drum can't be gaffed.
- Report your harvest: since December 1, 2025, any red drum, flounder, spotted seatrout, striped bass, or weakfish you keep must be reported to NC DEQ at deq.nc.gov/report-my-fish (how mandatory harvest reporting works).
- Seasons change by proclamation. Flounder harvest was open only September 1 to 14 in 2026, and trout can close after a cold stun. Check NCDMF's recreational size and bag limits before every trip. It's the angler's job to know the current rules.
A Topsail Island rental house for a fishing crew of up to 22

A fishing group needs a place to clean up, cook the catch, and dry out, not just beds. Here's what the house actually has:
- A ground-floor freezer for the catch, so the fillets don't fight the groceries for space.
- Two outdoor charcoal grills for cooking what you caught (or what the guy who got skunked bought on the way home), plus a full kitchen.
- Two hoses at the front of the house to rinse salt off rods, reels, waders, and sandy gear before it comes inside.
- Two outdoor showers in the back to rinse off after the beach.
- A 6-passenger golf cart that easily carries rods and coolers to the beach accesses. Its tags are registered to the house, so beach-access parking for the cart is free. Leave the cars at the house. The cart is a $300-per-stay add-on (here's how it works), and military families get it free when they book direct; just mention your service in your inquiry. It stays on the streets and in the access lots, never on the sand or in the 4x4 area.
- Room for the whole crew: up to 22 overnight guests in 8 bedrooms and 6.5 baths, so nobody ends up in a motel down the road. See how 22 guests sleep in our floor plan.
- Two hot tubs and a private pool with free heat for check-ins October 1 to May 15. The heater is self-serve, so there's nothing to ask for: wind and weather affect the water temperature, and it's not spa-hot.
- A short walk to the beach. It's about two blocks, which is why the cart matters.
What we don't have: there's no fish-cleaning station and no rod holders at the house, so please clean fish outside, never inside the house. The front hoses are handy for rinsing up afterward.

Best months to book a Topsail Island fishing trip
If your group can pick its dates, here's my honest ranking:
- October and November. The best all-around fishing of the year, the mullet run, cooler air, and an empty beach. Pool heat is free and self-serve from October 1 (details above), and stays need just 3 nights instead of a full week. If you're bringing family for the holidays, see our Thanksgiving heated-pool guide.
- April into mid-May. Bluefish, then Spanish mackerel in late April, then cobia and kings in May. Pool heat is free for check-ins through May 15. Stays through April need 3 nights; May stays are weekly, Saturday to Saturday.
- December through March. For the inshore crowd who want schooling reds and trout and don't mind a jacket. After a cold, windy day in the creeks, the hot tubs earn their keep. Planning around the holidays? Here's our Christmas and New Year's guide.
A few planning tips:
- Check-in is 4 PM and checkout is 10 AM. Plan a dawn session on checkout day and pack the cooler the night before.
- No pets, and the house is for overnight guests only.
- Bring a soft cooler for the drive home. The freezer gets the catch frozen solid before you leave.
- Book direct to save 15% compared with Airbnb and VRBO. More answers are on our FAQ page, and you can read what guests say.
Bring the crew to the north end
Fall red drum in the surf, winter trout in the creeks, spring Spanish off the pier, and a hot tub waiting at the end of every day. If you've been looking for a house big enough for the whole fishing crew, with a freezer, grills, and somewhere to hose the sand off, we'd love to have you.
Tight lines,
Dipen, your host at Topsail Paradise
Questions, answered
When is the best time to fish Topsail Island?
Fall, September through November, is the season most local captains rank first. The mullet run pushes bait along the beach and into the inlets, and red drum, speckled trout, bluefish, Spanish mackerel, sea mullet, and black drum all feed hard. Spring, April and May, is a close second for bluefish and Spanish mackerel, with cobia and king mackerel arriving in May. Winter is a quieter, technical inshore season for schooling red drum and speckled trout.
Which fishing pier is in North Topsail Beach?
Seaview Fishing Pier, at 124 Fishing Pier Lane, is the only pier in North Topsail Beach and the northernmost of Topsail Island's three piers. Surf City Ocean Pier is in the middle of the island and Jolly Roger Pier is at the south end in Topsail Beach. Seaview's website lists it as open 24/7. Hours and prices can change off-season, so call 910-328-3172 before you go.
How much does it cost to fish Seaview Pier?
Seaview's pier house page listed a $17 day pass as of October 2026, per person, good for up to two rods and expiring at 6 AM. There's also a small fee to walk out without a rod. The pass covers your fishing license while you're on the pier. Prices can change, so call first at 910-328-3172.
Does Seaview Pier have a webcam?
Yes. Seaview Fishing Pier's website has a 24/7 live view of the pier and the beach beside it, handy for checking the surf and the crowd before you go. For what's biting, check the weekly Topsail.Fish report or call the pier house at 910-328-3172.
Do I need a fishing license to fish at Topsail Island?
Anyone 16 or older needs a North Carolina Coastal Recreational Fishing License (CRFL) to fish from the beach, the sound, or a private boat. It's sold as 10-day, annual, or lifetime licenses through NC DEQ. You don't need your own license on a licensed ocean pier like Seaview, because the pier's license covers you. Some charter boats carry a blanket license and some don't, so ask your captain.
Can you drive on the beach at Topsail Island?
Only in North Topsail Beach, at the town's 4x4 Permissible Driving Area at Onslow County Beach Access #3, off River Road near New River Inlet. Topsail Beach no longer issues South End driving permits, and Surf City's code allows only official and work vehicles on its beach. At Access #3 you need four-wheel drive and a town pass from the SurfCAST by Otto app ($25 daily, $100 weekly), year-round. Hours are 7 AM to 5 PM October to March and 6 AM to 7 PM April to September.
Can you keep a bull red drum in North Carolina?
No. North Carolina allows one red drum per person per day between 18 and 27 inches. Bull reds over 27 inches must be released, and red drum can't be gaffed. Keep big fish in the water, take a quick photo, and let them go. Any red drum, flounder, spotted seatrout, striped bass, or weakfish you keep must be reported at deq.nc.gov/report-my-fish. Limits change, so check NCDMF before every trip.
Is winter a good time to fish Topsail Island?
Yes, for inshore anglers. From December to February the water clears, the boat traffic is gone, and red drum school up on sunny flats while speckled trout hold in deep creek holes. Fish small soft plastics very slowly. A hard freeze can cold-stun trout and close harvest, as it did in early 2026, so check NCDMF rules. At Topsail Paradise, winter stays need just 3 nights, with 2 hot tubs and free self-serve pool heat (not spa-hot).
Does Topsail Paradise have a fish-cleaning station?
No, there's no fish-cleaning station or rod holders at the house. Please clean fish outside, never inside the house. What you do get: a ground-floor freezer for the catch, two outdoor charcoal grills, two hoses at the front of the house for rinsing rods, reels, waders, and sandy gear, two outdoor showers in back, and an optional golf cart add-on ($300 per stay) that easily carries rods and coolers to the beach accesses.
Can we use the golf cart to haul our fishing gear?
Yes. The 6-passenger golf cart easily carries rods and coolers to the beach accesses, and because its tags are registered to the house, beach-access parking for the cart is free. The cart is a $300-per-stay add-on, and military families get it free when booking direct. It stays on the roads and in the access parking lots, never on the sand or in the 4x4 driving area, which is for four-wheel-drive vehicles only.
